Project Management Support

The contractor shall provide adequate capacity for Project Management and Analytical support, to execute the complete, end-to-end scope of the contract ensuring successful execution of forty (40) total position descriptions or functional statements. The contractor shall provide support, as detailed below, that will assist the VA Project Manager (PM), in meeting project goals including communication on overall status.

Due dates for any work products described in the tasks, or sub tasks below shall be determined during joint planning and schedule development. Once due dates have been established, and all parties are in agreement, the contract will be modified to incorporate the agreed upon schedule. All documentation created for the project shall be stored on a Shared Drive or SharePoint site.


a. The contractor shall gather information to prepare and/or edit proposed content related to creation of position descriptions and functional statements. The contractor shall provide executive-level briefing materials, determined by leadership needs and primarily focusing on scope, schedule, budget, and issues, with talking points and illustrative diagrams. The VA PM will approve all reports and briefing materials prior to contractor execution and dissemination within five (5) days of receipt.

The contractor shall monitor work performed and external dependencies against baseline and forecast dates in the schedule. The contractor shall collaborate with VA PM to devise and recommend corrective action or recovery strategies to the government if task execution varies from planned scope, schedule, cost, or overall project goals.

B) The contractor shall document weekly meetings to support planning, execution, and closeout and provide comprehensive minutes 24 hours after meeting closure to include: discussion items, action taken, action items, and issues.


Skills and Qualifications


i. A Project Manager is defined as a person with a BA/BS degree and documented experience relevant to the task order requirement using project management principles managing a large-scale project of complexity comparable to the effort identified in this task order. Such experience shall include planning, initiating, managing, executing, and closing out projects in support of an agency’s mission.

ii. Proposed personnel shall have at least 5 years documented prior experience coordinating the development of inputs to a project schedule, intermediate skill level with MS Project software, scoping and estimating projects, executing a project plan, and monitoring performance to ensure project tasks are completed on-time, in budget, and within scope. Also ensuring all requirements are met and that the end product(s) are accepted by the customer facilitating project team meetings and communicating project status to stakeholders;

iii Have documented prior experience developing and maintaining project schedules, performing variance analysis, and providing input and analysis on resource contention, task delays, and recommendations for possible solutions;

iv. Have documented expert level in depth knowledge of Integrated Master Schedule (IMS) development;

v. Have prior documented experience developing and maintaining summary level schedule reports, milestone charts, and other project management tools used to support critical path analysis, earned value, performance variances, and to support cost / schedule integration;

vi. Have prior documented experience developing and maintaining schedules, defining work breakdown structure, networking activities, schedule measuring and monitoring, resource loading and leveling, performing schedule analysis, and facilitating weekly schedule meetings; and

vii. Have prior documented experience preparing and conducting briefings for Senior and Executive Leadership and other internal and external stakeholders;

viii. Have excellent facilitation and communication skills in both face-to-face meetings and via tele-conference, and experience working with and communicating with stakeholders at all levels of an organization;

ix. Proposed personnel shall have a basic understanding of manpower and resource allocation.

x. Be proficient in MS Office (Word, Excel, PowerPoint, Outlook), Skype, MS Visio, MS Project, and using MS SharePoint for team collaboration;

xi. Possess a current Project Management Professional (PMP) certification.
