Provides expertise to conduct research, evaluations, and studies; present recommendations/solutions related to short and long-term program planning requirements. Classifies and summarizes data for the preparation and submission of reports on a recurring basis. Provides planning, scheduling, networking and coordination assistance among all regional and headquarters’ organizations; involving NAS implementation and integration efforts and related monitoring/tracking programs. Provides assistance and recommendations to managers and staff who directly affect the conduct and attainment of agency goals.

Education: Typically requires a BA degree and 8-12 years of prior relevant experience or Masters with 6-10 years of prior relevant experience

Work is performed without appreciable direction. Exercises considerable latitude in determining objectives and approaches to assignment. Effects of decisions are long-lasting and heavily influence the future course of the organization. Errors in judgment or failure to achieve results would result in the expenditure of large amounts of company resources. Regularly contributes to the development of new concepts, techniques, and standards. Considered an expert in field within the organization. Serves as consultant to management and special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives. Develops solutions to complex problems which require the regular use of ingenuity and innovation. Ensures solutions are consistent with organization objectives.

• Requires ability to communicate with executive leadership (internally or client) regarding matters of significant importance to the organization/project.
