Human Resources Services

The contractor shall supply Human Resources services to create standardized position descriptions (PD)and/or functional statements for 40 VHA occupations. To include Title 5, Title 38, and Title 38 Hybrid. The contractor shall be available to coordinate, facilitate, and produce classifiable position descriptions and functional statements. Services expected include:


· Expert knowledge of the VHA Title 5 and Title 38 classification process

· Coordinate with government employees to plan and prepare for facilitated discussions; includes recommending and distributing agendas, providing background information and read-a-heads to participants, meeting coordination, room arrangements, and ensuring supplies and equipment are available at event location

· Necessary templates will be developed in coordination with government employees

· All supplies and equipment will be provided by the government

· Establish and enforce meeting ground rules

· Position Description/Functional Statement development process

o Collaborate with government to create a process to identify team members, define objectives, and submit products for concurrence

· Completed Position Descriptions and Functional Statements

o Workgroup stand-up

o Facilitation

o Delivery of completed product

o Sample completed position descriptions and functional statements will be provided by the government upon contract award

· the issues and a decision

· Use necessary tools to ensure products represent a national standard for a specific position description

· Ensure final product meets current VHA classification standards


Qualifications and Requirements

i. It is critical that the contractor supporting the management of this effort can recruit a Subject Matter Expert (SME) that possesses prior experience planning, creating, and publishing position descriptions and functional statements, involving VHA clinical and administrative positions. This includes medical or health care providers appointed under Title 38 of the US Code and, Title 38 Hybrid positions that have both technical abilities and personal/soft skills. As well as Title 5 administrative positions.
