Duties/Responsibilities

a) Specific Tasks:

  • Deliver comprehensive clinical engineering project management. Projects/tasks will be completed on time and within budget.
  • Provide comprehensive clinical engineering techniques and practices which follow generally accepted knowledge, skills, and attributes expected of a clinical engineer.
  • Deliver well defendable and fact based clinical engineering expertise for DHA and MHS Policy and Procedures Implementation.

b) Key Personnel Job Duties: Conducts independent and group work in support of all phases of the clinical technology lifecycle assuring the DHA acquires clinically reliable, safe, and effective clinical technologies. Manages complex projects and/or multiple moderately complex projects. Drafts for review, approval, and implementation the development and delivery of processes and programs to monitor emerging technologies; report healthcare related technology trends; assess new healthcare related technologies; disseminate healthcare related technology information as appropriate across the MHS and the DHA. Provides senior clinical technology leadership in the development of service maintenance contracts; data analysis, technology assessments and forecasts, and other forms of customized consultation. Delivers processes and programs for the deployment of clinical technology in new and existing care delivery environments; provision of technical and environmental requirements; technical expertise with the reviews of facility construction plans, templates; reviews of startup equipment lists; and with equipment installations as needed. Provides senior clinical engineering expertise for IT Networks and integrations including but not limited to Cybersecurity- Risk Management Framework (RMF), Medical Devices Interoperability, and the Electronic Health Record (EHR).

c) Description: Assures the DHA acquires clinically reliable, safe, and effective clinical technologies across the client enterprise through the application of standard engineering techniques, procedures, and criteria. Drafts for review, approval, and implementation the development and refinement of step by step procedures, checklists, and assessment tools that can be used throughout the DHA MHS enterprise for periodic review of the respective program.

d) Responsibilities: Conducts independent work in support of all phases of the clinical technology lifecycle for the DHA Chief, Healthcare Technology Management (HTM).
  • Manages complex projects and/or multiple moderately complex projects. Demonstrates leadership to the project teams. Drafts for review, approval, and implementation the development and delivery of processes and programs to monitor emerging technologies; report healthcare related technology trends; assess new healthcare related technologies; disseminate healthcare related technology information as appropriate across the MHS and the DHA.
  • Delivers processes and programs to develop equipment configurations in consultation with user groups and strategic partners. Delivers processes and programs for the production of 3-5 year clinical technology forecasts and strategic plans 
  • Drafts for review, approval, and implementation processes and programs for consultative support; data analysis, technology assessments and forecasts, and other forms of customized consultation.
  • Delivers processes and programs for the deployment of clinical technology in new and existing care delivery environments; provision of technical and environmental requirements; technical expertise with the reviews of facility construction plans, templates; reviews of startup equipment lists; and with equipment installations as needed.
  • Delivers processes and programs for system assessment, design, implementation, and support strategy for clinical technology IT networks and integrations
  • Drafts for review, approval, and implementation processes and programs for Healthcare Technology Management incident investigations and equipment performance analysis. Delivers Clinical Engineering support to the DHA Chief, HTM or the designated DHA HTM program liaison to the broader external healthcare industry; in particular to healthcare technology committees and workgroups. Develops strategies to incorporate industry best practices and advanced healthcare technology management
  • Provides extensive knowledge of Information Technologies as they relate to networking, integration, and interoperability of clinical technologies. Provides in-depth knowledge of Federal regulations related to clinical technologies in healthcare environments.

a) Education: Undergraduate Degree, Master’s degree preferred in related field
